Topic: Cybersecurity and Project Management

Panelists: Jim Bates, Eric Wyatt, Chris Letterman and Doug Miller 

BIOs:

Eric Wyatt is the IT Director/CIO of the Matanuska-Susitna Borough providing leadership to the Borough IT department and IT services to all Borough employees and some services to citizens.

Eric Has an Applied Math degree from the University of Wisconsin-Stout in 1986.

 Eric served 10 years in the US Air Force with duties as Command Post Controller, Network Administrator, Squadron Adjutant, Commander’s Executive Officer and Wing Operations Center Controller at England AFB, LA which included a combat tour to Saudi Arabia during Operations Dessert Shield/Desert Storm.  Then Chief of Command and Control and Chief of Command and Control  Networks at Eielson AFB, AK, and finally Radar Operations Center Officer at Cavalier AFB, ND. Eric then became the Systems Analyst for the Air Combat Maneuvering Instrumentation (ACMI) system at Eielson AFB, AK. He then started his own business in Fairbanks, AK for IT Training and consulting from 1998 to 2006. As a Microsoft Certified Technical Education Center (CTEC) business, Eric held certifications of Microsoft Certified Trainer (MCT), Master Technical Trainer (MTT), Microsoft Certified Network Engineer (MCSE) Plus Internet over multiple versions of MS Windows, Comptia A+, Network+, and Security+ and others.  

Eric returned to supporting the US Military in 2006 as a contractor with Northrup Grumman and then Intelligent Software Solutions as a lead systems administrator, developer and trainer in Iraq in support of Operation Iraqi Freedom  and in Afghanistan in support of  Operation Enduring Freedom. Prior to his present position, he worked for Resource Data, Inc in Alaska and was contracted to BP as a Program/Project Manager on the North Slope and in Anchorage.  

Chris Letterman is the Principal Cyber Security and Senior Associate at Wostmann and Associates providing trusted cyber advice to clients. Prior to his current role, Chris served as the Chief Information Security Officer for the State of Alaska from 2013-2017. Chris got started in technology attending the University of Louisville. From there he joined the US Navy serving in the Naval Security Group Command specializing in communications security. He joined the State of Alaska in 1998 and served on Lieutenant Governor Ulmer's Security and Privacy committee, which was the first formal push to establish statewide information technology security and privacy policies. He led the state's Security Functional Workgroup for many years and helped plan the Security Framework establishing the Information Security Management System (ISMS) for the Alaska executive branch. Chris has worked for many State of Alaska agencies focused on security awareness training, hardened desktops and server images, and establishing security and privacy offices and practices. He holds several security certifications, has appeared in SC Magazine, nominated as an ISE Security Executive of the Year, and recently participated in a 6-month Analytic Exchange Program with the Office of the Director of National Intelligence and Homeland Security exploring Vulnerabilities to Healthcare Information Technology.

Doug Miller is a Senior Manager with Wostmann & Associates providing project management and business analysis services. He has more than 25 years in project leadership and business analysis. He has led teams in system implementation, product launch, process improvement, business and financial analysis, municipal annexation and grant proposals. His industry experience includes high tech, healthcare, consumer products, banking, oil & gas, and local and state government. Prior to moving to Alaska and joining Wostmann, he held consulting and management roles with KPMG Consulting, PeopleSoft, and Point B in the San Francisco Bay Area and Seattle. He has at an MBA from the University of California Irvine and PMP certification.

Jim Bates, PMP (Project Management Professional), SSMBB (Six Sigma Master Black Belt), is the founder, President and CEO of Business Improvement Group, Inc. (BIG) and an Adjunct Professor in several schools at the University of Alaska Anchorage, including the MSPM program.

Jim was elected as President-elect to the Project Management Institute Alaska Chapter (PMIAK) for 2018 and as an Executive Advisor for the nationwide Center for Technology. Jim’s vast career spans 36 years with proficiencies in Business Management and Information Technology. Recently he spent three years (through March 2016) serving under two governors as Director of Enterprise Technology Services for the State of Alaska and represented Alaska nationally as it’s CIO. Jim has been providing business benefits for clients in various industries including; Health Care, Education (K-12 and Higher-Ed), Utilities, Native Corporations, Oil Companies, Manufacturing and Distribution, Trucking, Airlines/Aircraft Maintenance, Insurance, Retail/Wholesalers, Law Firms, State/City Government agencies, and Technology since the early 1990’s, including F500’s. Mr. Bates has a passion for teaching and is a champion of outcome-based learning. Jim has been providing business and IT instruction since 1992 and has developed class syllabi for many courses including certification preparation.

 Jim has helped organizations achieve ISO/IEC 27001 certification and was one of the individuals involved in the NIST Cybersecurity Framework review. Jim earned his Certified Information Security Systems Professional (CISSP from (ISC)²) and his Certified Information Systems Auditor (CISA from ISACA) in 2007. He became a HITRUST Practitioner in 2013.

 We will discuss the impacts and changes to project management perpetuated by cybersecurity programs. Discussion points include:
